ATI director Pema Tshetan retires
ITANAGAR, Apr 02: Administrative Training Institute (ATI) Director (Training) Pema Tshetan has retired from service on superannuation on March 31.
Hailing from Sera village in Bomdila of West Kameng district, Tshetan entered into Government service in 1975 as Upper Division Clerk (UDC) and served in various capacities before taking the charge of Director (Training) on in September, 1999. He had been the longest serving Director of the State Government with more than 15 years in the post.

Meanwhile, the staff of ATI, including Deputy Director (Trg cum Secretary General CoSAAP Pate Marik bade emotional farewell to the retired Director at ATI in a small but impressive function. The officers and officials of ATI recalled his hard working nature and committed attitude with a missionary zeal towards duties and responsibilities. They assured him to carry forward his foot prints and wished him for a happy retired life.
The outgoing director has advised the ATI staff to be very sincere and dedicated towards their duties. He also assured to extend any possible help for the larger interest of the premier institute any time in future.
Casting of postal ballot begins today
ROING, Apr 02: The district administration is fully geared up for the ensuing Parliamentary and two Assembly constituencies in the district. The Polling Teams has been formed and commissioning of EVMs is expected to complete by tonight.
The casting of postal ballots by the polling personnel has begun today at the Facilitation Centre at Multipurpose Community Hall and shall continue till April 5.
The final round of EVM Training to the Polling Personnel has also begun today onwards and shall continue for next four days to make the polling personnel fully equipped and familiar with the handling of the EVM and also to make their doubts clear.

DAPARIJO, Apr 02: Preparations are underway for the coming Parliamentary and Assembly elections in the Upper Subansiri district with the randomization of polling personnel for the 244 polling booths completed in presence of the observer.
With the first and second round of randomization of EVMs for the Parliamentary and Assembly elections complete, the commissioning of EVMs began yesterday in the presence of the DEO Tahang Taggu, returning officers and representatives of the political parties. The commissioning of EVMS for the Parliamentary elections is complete and the commissioning of EVMs for the assembly elections is underway.
The place also saw a rush of polling personnel on election duty exercising their right to vote through postal ballot system which began today. The distribution of polling material and movement of personnel for the far flung areas of the district will begin on April 3. DIPRO
APCC lodges complaint against Modi
ITANAGAR, Apr 02: Political war is brewing up in the state with parties having go at each other. Days after BJP Prime Minister nominee Narendra Modi came down heavily on ruling Congress by targeting Chief Minister, the Arunachal Pradesh Congress Committee (APCC) is hitting back in equal measure and have lodged complaint against Modi for breach of model code of conduct.
A delegation of APCC met Chief Electoral Officer and submitted complaint letter alleging that Modi violated MCC by threatening Chief Minister openly. “Such unwarranted threat by Modi to chief minister of Arunachal reflects sick mentality aimed at divisive politics besides violation of MCC. His undemocratic and unethical remarks to equate legislators with vegetables are really unfortunate and highly condemnable. Such remark is slap on the face of people of Arunachal who have unanimously elected leaders unopposed,” read the complaint letter of APCC. “The sentiments of Arunachalees have been deeply wounded by such ill remark of BJP Prime Minister Candidate Narendra Modi. He must tender apology for disgracing democratically elected leaders,” APCC stated.

Besides, the Flying Squad and Static Surveillance teams operating in the State have seized few bottles of Indian made foreign liquor, five local local daos, large quantities of manifestos, pamphlets, banners, posters, flags, mufflers, caps etc of various political parties today.

State machinery is being misused for electioneering, alleges BJP
ITANAGAR, Apr 02: The Bharatiya Janata Party (BJP) Arunachal unit today alleged ruling Congress of using state machinery in the election process.
Addressing the press persons at BJP office, party president Tai Tagak informed that on 31st March party had lodged official complaint to Chief Electoral Officer C B Kumar with concrete proof regarding misuse of state machinery but till date there has been no action in this regard.
“We want to ask CEO why there is no response to our complaint. The election commission should also look into the allegation that chopper, govt. vehicles are being used by Congress party to ferry money. We are also getting to hear that in all the 11 assembly constituencies where Congress won unopposed, ASMs are being paid huge money to indulge in vote capturing. These serious allegations should be proved by election observers at the earliest,” said Tagak. Further he added, “Everybody is aware that UG group tries to influence voting in districts like Tirap, Changlang and Longding. It’s been reported that people carrying AK 47 are moving around carrying cash in the vehicle. The election commission should take note of this development and deploy army so that election process is held peacefully without fear.” BJP also alleged that just before assembly was dissolved entire bank of capital went cashless and later Rs 1500 crore was flown in chopper from outside. “After this incident, 11 Congress candidates won uncontested. Now it’s for public to make guess,” added Tai Tagak. SUMA stages protest rally against NPF’s entry into state politics
ITANAGAR, Apr 02: Hundreds of SUMA activists took out a protest rally on motorcycles and cars from Nirjuli to IG Park to protest against the participation of NPF candidates in the simultaneous elections in the state. The rally was organized by the SUMA’s Capital Complex and Papum Pare units.
Later addressing the people at Akashdeep, SUMA president Biri Tabing termed the NPF’s political expansion as slow poison for the people of the state. He argued that if NPF is truly concerns for the entire Mongloids of the North eastern states, why they are mounting towards neighbouring states with a single tribe from Nagaland.

The NCP, Arunachal Unit, urged upon the Election commission of India to take serious note of this incident and requests the law enforcing agencies to effectively curb this social menace by getting to the bottom of it, even if it involves some politically motivated underpinnings, the release said.

90 air sorties in state for election activities
Itanagar Apr 02: The Election Commission would press 90 air sorties in Arunachal Pradesh for transporting men and materials to various remote and inaccessible polling stations in the state for the April 9 Lok Sabha and Assembly elections.
“The process of air sorties began today with the departure of four teams of polling officials including security personnel to remote Vijaynagar circle in Changlang district to manage four polling stations consisting of 2,900 electorates,” Chief Electoral Officer (CEO) Chandra Bhusan Kumar told reporters at a press conference here this evening.

He said the polling officials including the security personnel have casted their postal ballots yesterday.
He said, besides Pawan Hans choppers, the Indian Air Force would provide air sorties to the Commission.
“The IAF will provide one air ambulance on the polling day to manage medical emergencies.
Retrieval for any emergency will not be a problem for us as we have arranged adequate medical facilities and other logistics in all the remote and inaccessible polling booths,” he disclosed.
“We have taken all precautionary measures for the polling teams including medical, rations, wireless and other logistics.
The teams from 664 remote and inaccessible polling booths will return back on April 11 next,” he said.
Disclosing that all preparation for a free and fair elections are nearing completion, Kumar informed that 1,358 digital cameras have been installed to check unfair means during polling while, in 124 polling stations webcasting facility would be available.
Altogether 7,53,170 electorates including 3,77,272 female would exercise their franchise in 2,158 polling stations in the state.
A total number of 4316 EVMs would be used separately for Lok Sabha and assemble polls in each booths.
While eight polling stations are having less than 10 voters, 20 having less than 20 voters and 105 polling stations have less than 50 electors.
The C Sector polling station at Itanagar has the highest number of 1650 voters, while Malogaon polling station under Hayuliang in Anjaw district has only two voters. PTI
Cong accuses PPA of indulging in violence at Kalaktang
ITANAGAR, Apr 02: The election related violence rocked sleepy Kalaktang town yesterday as PPA candidate Tsering Sonam and his workers allegedly resorted to violence, assault and robbery against Congress candidate and sitting MLA Tenzing Norbu Thongdok. Informing this R T Bapu, Block President, 5 Kalaktang BCC alleged that personal security officers of Congress candidate were badly thrashed when they tried to stop the mob of PPA supporters.
“They were assaulted with sticks and stones by the mob and received bodily injury. INC Candidate Tenzing Norbu Thongdok luckily escaped without serious injury though he too was assaulted. His personal belonging was robbed by the mob. They also tried to snatch away firearm of the PSO but were unsuccessful,” alleged BCC President.
It may also be noted that the miscreants were later released by the police station at Kalaktang though an FIR of assault and robbery was lodged at the police station. Congress also accused PPA of taking support of militant groups to threaten the voters of Kalaktang area.
The workers of PPA have also threatened Lobsang Minto, the family members of the Block Chairperson, Rinchin Tashi Bapu (President BCCI) and Sang Rakpa an active Congress party worker of violence if they canvas or promote INC candidate, the Congress alleged. Party requested that proper action be taken against PPA candidate to ensure free and fair election.
Power allocation to districts revised
ITANAGAR, Apr 02: In view of the prevailing power supply position and implementation of CERC Deviation Settlement Mechanism Regulations, 2014, allocation of power to all the divisions/districts has been revised with effective from April 1.

Assembly election observer visits constituencies
PASIGHAT, Apr 02: To ensure free, fair, error free and peaceful poll in the district, the Assembly Election Observer H K Behera made a whirlwind tour of Koyu circle today and inspected almost all the polling stations falling within the circle.
During his visit the observer interacted with the Gaon Burahs and elder members and shared his view about the importance of election and people’s participation in it in a bid to building the pillar of democracy stronger and more vibrant. He advised the villagers to gather fair knowledge of use of EVMs before actually going for casting their valuable votes.
While moving along the roads Behera with the help of GBs and police personnel removed the posters and flags put up by the political parties in government premises. He drove into the office of the EAC, Koyu to make himself abreast of the area regarding poll arrangements made so far and also the status of security measures being made so far but found the office was locked at 1030 hrs with none around. The Observer visited Kakki, Rina, Koyu and other polling stations lying along the way to the Circle Headquarter and personally took stock of availability of basic amenities of Polling Stations as prescribed by the ECI. In the afternoon session the Observer also heard election related cases in his office.

TEZU, Apr 02: To create awareness among the voters about the polling station scenario in respect of simultaneous elections, mock polling stations were set up at 4 locations in Tezu today.
The mock polling stations at various locations in the district will help in educating voters, political parties, polling team etc about the presence of two different sets of EVMs, one for Parliament and the other for Assembly for separate voting. Moreover, this exercise will greatly act as a confidence building measure through preparedness of each stake holder, said Dr. BM Mishra, DEO cum RO Tezu.
The mock polling stations were set up in 12 locations across Lohit district out of which 4 were set at Tezu at Government Middle School Jeko, Government Higher Secondary School Tezu, Sishuniketan Tezu and Government Middle School Tafragam.

The vehicle loaded with BJP items was entering Tezu without valid permit and documents. The seized items were handed over to OC, Police Station, Tezu.
Postal ballots:The Second day of postal ballot voting of the police personnel was held at School Auditorium of Government Higher Secondary School, Tezu today. All the proceeding was personally monitored by RO cum DEO.
Total 122 police personnel casted their votes. The entire proceeding went peacefully and no law and order problem was recorded. DIPRO

Nato and Russia should respect each other’s sentiment
Nato today claimed that Russia has all the forces it needs on the border to invade Ukraine within the next three to five days. Nato's top military commander while issuing warning described the situation at the border as "incredibly concerning". The Russian force has aircraft and helicopter support as well as field hospitals and electronic warfare capabilities available at the border. Ever since Russia annexed Ukrainian region of Crimea tension between West and Russia is at all time high with fear that Russia may invade Eastern Part of Ukraine which has sizeable Russian origin people.
This claim by Nato comes after Russia on Wednesday accused Nato of reverting to Cold War language by suspending all practical cooperation with Moscow the day before in protest at its annexation of Crimea from Ukraine. Nato also ordered military planners to draft measures to strengthen its defences and reassure nervous eastern European countries. Such kind of posture by both Nato and Russia will not benefit anyone and only ignite tension. Russia has been expressing deep concern over what it perceives as encircling by Nato after many former Soviet Republics joined US led block. Nato should shed such expansionist attitude and reassure Russia that it has no intention to hurt their interest. If such agreement is reached there is every possible chance that tension will be reduced at the earliest. On the other hand Russia should also respect sovereignty of countries like Ukraine and stop meddling in internal matter.
